Water and Energy for Food (WE4F), the predecessor to Water and Energy for Food 2.0, is pleased to publish the 2024-2025 Annual Report, the Final Report, and the Innovator Compilation featuring innovators from the USAID-implemented Middle East and North Africa (MENA), South and Southeast Asia (S/SEA), and Southern and Central Africa (S/CA) Regional Innovation Hubs.
These reports highlight the key results, qualitative successes, lessons learned, challenges, and recommendations of WE4F over the course of its implementation. With 6.18 million end-users impacted, 17.8 million tons of food produced, 4.6 billion kilowatt-hours of energy saved, and 19.9 billion liters in water consumption reduced, WE4F demonstrated how decentralized, portfolio-based programs could work with small- and medium-sized enterprises to scale innovations and impact farmers by providing customized support that met the unique needs of each organization.
The challenges, lessons learned, and recommendations can benefit governments, private sector organizations, non-profits, and other water-energy-food nexus stakeholders looking to adopt new practices or pursue new strategies.

The program was a joint international initiative of the German Federal Ministry for Economic Cooperation and Development (BMZ), the European Union (EU), the Ministry of Foreign Affairs of the Government of the Netherlands, the Norwegian Agency for Development Cooperation (Norad), Sweden through the Swedish International Development Cooperation Agency (Sida), and the U.S. Agency for International Development (USAID).
Water and Energy for Food’s East Africa and West Africa Regional Innovation Hubs were implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit from 2020 to 2024, and the MENA, S/SEA, and S/CA Regional Innovation Hubs were implemented by the U.S. Agency for International Development from 2020 to February 2025. From March 2025 to September 2025, the MENA hub received a bridge contract that was funded by Sweden’s Embassy in Amman, Jordan, in collaboration with the Ministry of Foreign Affairs of the Government of the Netherlands and Sweden’s Embassy in Beirut, Lebanon. From September 2025 to February 2026, the S/SEA and S/CA Regional Innovation Hubs were implemented by the International Water Management Institute (IWMI) through a bridge contract by Sida.
